SRAC - SHORT RANGE AGENT COMMUNICATION SYSTEM - (UK/MI6)
A high-speed burst encryption device. First the message to be sent is composed on a laptop, then loaded into the SRAC transmitter, to be triggered automatically by a constant or timed signal sent from the base system. In practice, agents in the foreign country would load up the device, fitted in their car (Apparently Garfield the Cat window-sticker toys made popular concealments for the aerial during their popularity) and drive past the Embassy (etc) to deliver the message or receive one.
