FIVE EYES, often abbreviated to FVEY refers to an Intelligence alliance between five nations (USA, UK, CANADA, AUSTRALIA and NEW ZEALAND.) Under the terms of the UKUSA Agreement the countries agree to share intelligence on terrorism, although controversy has ensued since Edward Snowden leaked details of the system. Accusations have been made of countries spying on each other's citizens to circumvent National laws. Originally the term 'FIVE EYES' was used as shorthand for AUS/CAN/NZ/UK/US EYES ONLY, a classification level.
After World War II, mutual agreements were made concerning signals intelligence; during the Cold War, GCHQ and the NSA shared intelligence on the USSR, China and Eastern European countries. During the Vietnam war, Australia and New Zealand provided signals intelligence, as did GCHQ working from the then British colony of Hong Kong. Later, the ECHELON system was used. FIVE EYES utilises two collection methods; PRISM and Upstream, with systems such as THINTHREAD, TEMPORA and XKEYSCORE in support.
